Senator Romano moved to amend the amendment on page one, section three, subsection (a), line one, after the words “years of age” by striking the word “and” inserting in lieu thereof the words “or who is not a bona fide West Virginia resident as evidenced by a valid photo identification card issued by the state of West Virginia, a post-secondary institution or institution of higher education in West Virginia, and who is”;

On page two, section four, subsection (a), subdivision (2), line fifteen, by striking out the words “and resident of this state and of the county in which the application is made and has a valid driver’s license or other state-issued photo identification showing the residence”;

And,

On page nineteen, section seven, subsection (c), line fifty three, by striking out all of subdivision (2) and inserting in lieu thereof a new subdivision, designated subdivision (2), to read as follows:

(2) A bona fide West Virginia resident as evidenced by a valid photo identification card issued by the state of West Virginia, a post-secondary institution or institution of higher education in West Virginia.
